Employers in Hawaii must file Form W-2 with the state in addition to federal filing only if there is a state withholding to report.
As an employer in the state of Hawaii , you must file

Form HW-3 is an Employer's Annual Return and Reconciliation of Hawaii Income Tax Withheld From wages for reporting the total tax amount withheld from an employee’s paycheck.
Hawaii requires Form HW-3 along with the Form W-2.
