Employers in Virginia must file Form W-2 with the state in addition to federal filing only if there is a state withholding to report.
As an employer in the state of Virginia, you must file

Form VA-6 is an Employer’s Annual or Final Summary of Virginia Income Tax Withheld Return for reporting the total tax amount withheld from an
employee’s paycheck.
Virginia requires Form VA-6 along with the
Form W-2.
3. Virginia Form W-2 Filing Deadline
The deadline for filing Form W-2 and Employer’s Annual or Final Summary of Virginia Income Tax Withheld Return Form VA-6 with the Virginia state is
January 31st, 2021.
